Representatives who aren't running for reelection tend not to write 21-page memos (pdf) about how the GOP needs to reform. They tend not to find their way into ~1000 news stories inspired by the results of a by-election in Mississippi. Davis already declined to challenge Mark Warner in the Senate race. Does he want the State House in 2010? Is he looking at the White House in 2012 and needs an electoral perch to run from?
